Betty Manning Named Head of Client Services
April 14th, 2005 Westport, CT – Betty Manning has been named as Director of Client Services at Proposal Software, Inc. The announcement was made today by John Laurino, CEO of Proposal Software, Inc. The company’s flagship product is Proposal Management and ProductionSystem, or PMAPS, the comprehensive proposal management platform.

Because she has been a hands-on PMAPS user, Betty understands the clients needs intimately. We can think of no better individual to uphold our company’s extremely high standard of customer service.”
Manning joined Proposal Software, Inc. after over 11 years of extensive proposal management experience with PacifiCare Health Systems, one of the nation’s most progressive managed care organizations. Manning explained that her 10-year association with PMAPS as a high-volume user convinced her to join Proposal Software, Inc. this year as the company’s head of client services.
“I understand not only how critical the proposal management function is to the organization, but also its extreme time sensitivity. RFP's are very deadline driven. If they don’t get out on time, they are instantly eliminated.”
Manning explained, “When we initially implemented PMAPS for PacifiCare in 1994, it had no equal in the marketplace. But we really put PMAPS to the test when in 1997 PacifiCare acquired the major managed care organization FHP, which had offices and subsidiary companies in 9 regions, including an office in Guam. With approximately 30 proposal professionals preparing and processing RFP’s simultaneously, the company might have 100 RFP’s in the pipeline simultaneously, with up to 40 due in any one week.”
Manning explained that PMAPS was able to handle this significant increase in RFP and RFI volume easily. “We implemented PMAPS in all 10 offices, which immediately gave our regional proposal management teams access to the database of the new parent company. This immediately boosted productivity, allowing them to get RFP’s out sooner. It also permitted a corporate uniformity in all of our RFP responses, giving the company a coherent, national presence.”
“PMAPS was a huge timesaver,” said Manning. “It resulted in at least 60% productivity savings as well as significant upgrade of the quality of proposals generated. It significantly improved our RFI scores, which increased the volume of incoming RFP’s.”
PMAPS also enabled PacifiCare’s director of national accounts to analyze what and how many RFP’s and RFI’s were in the pipeline at any one time. This allowed him to coordinate and prioritize proposal management activities across all regions of the company, said Manning.

Prior to her 11 years at the California-based managed care organization PacifiCare, most recently as sales team supervisor and enterprise-wide PMAPS systems administrator, Betty Manning served in an administrative capacity with the Yamaha Corporation of America. She holds a B.A. in information technology from the University of Phoenix.
Betty Manning is currently organizing a major conference for PMAPS users to be held in Las Vegas in fall 2005.
